You may wish to have a look at the Perkamon project [1] we use to
translate those manpages in French. Please note that the project is
actually split between the build system and config files on one side,
and the POT and PO files on the other side, so it's pretty easy to
include another language to the project (every language being totally
independent, each language team can use its own work-flow).

Even if you don't want to use this project, you can have a look at the
config files for those pages [2]. Please note that original charset
manpages are encoded in the said charset. In French, we provide all
translated manpages in UTF-8, so maybe your issue is related to the
various charsets in use.
