Can be reported as a bug, of course, with the "right" PO file sent as
a patch.

Not an error. Even though most teams standardize on UTF-8, it is not
mandatory when another charset properly covers the said language.

These should be fixed as well, preferrably, again, with a patch, but
that's less important.

This is Orthogonal. If you want to work on this and send the relevant
patches, then it'll be good anyway.
