You mean in the POT file header? That can be done, of course. However,
I wonder if that wouldn't be overwritten when running debconf-updatepo.

Having the maintainer name and address in Last-Translator in the PO
file should be enough, imho. A recommended practice would be then to
also list the relevant Debian l10n team mailing list in Language-Team.

As calls for translation updates should ideally be sent to *both*
Last-Translator and Language-Team, then both could then agree together
about who does updates.

In the case of gwhois, that motivates this thread, it would have
helped a lot (assuming that the maintainer does at least the effort of
communicating with the language team, of course).

I'm unsure about hardcoding that "translation is maintained by
maintainer": maintainers change over time and, sometimes, translations
remain unchanged for *years*....
