There's indeed a reason for this: the usual process that's followed by reviewers always include CC'ing the maintainer (through <package>@packages.d.o). So, at least in theory, the maintainer has seen the proposed changes during the review, which explains why the timeframe between then bug report and the call for translation updates is quite short. Please see this as a compromise to make the whole process not too long (it already lasts for about 40-45 days).
