No, that's not true. Your translation work is not useless, it will go
into the Ubuntu version of debian-installer, which has been modified
from the debian version to fit Ubuntu's needs.
Of course you can export those .po files from Rosetta and copy/paste
those message strings which are the same in debian. Then you have only
some strings left which still need to be translated for the debian
version to be useful.

But yes, normally it should be done the other way round: first translate
upstream's version, that one will get imported into Launchpad/Rosetta
automatically. The Ubuntu diff can be done in Launchpad then.
