These headers aren't very important to me, but to answer your question, this
translation is for pam 0.99.7.1-4 (and above).

No, any time you have another package upload it must have a different
version number, so since these templates are not the same as the ones
included in 0.99.7.1-3, the pam version is certainly different. :)

For convenience, I've attached an updated .pot file that pre-fills a few of
these headers.
