Behavior of podebconf-report-po --call

podebconf-report-po --call is now more widely used, and it seems to be a
common issue/misunderstanding to forget to send the individual requests to
translators.

Do you think the behavior of --call should be changed (or a new switch
added) to send both calls at the same time?

"(the translators will be contacted separately)" could then be changed to 
"(the translators have been contacted separately)"

Another idea could be to add a note in the manpage and a comment at the
beginning of the mail template to inform the maintainers that they must
also use podebconf-report-po without the --call option.

Something like:
# NOTE: You must send separate translation requests to translators with
#       podebconf-report-po
