The problem is that once a language has been activated it needs manual 
intervention to remove it. Therefore a language _should not_ be activated 
until it is ready to be included.

I have just looked at what strings are untranslated, and quite a few of 
them are in the description of the upgrade procedure. IMO that makes the 
Romanian translation unsuitable for inclusion.
