po-Editor for Windows?

Hello,

I have a friend in Morocco which works with Win2000/XP and want
to help me translate programs in arabic.  Currently there is no
way for me or her to install Linux on her system.

So my question is, is there a light program for Windows editing
po-Files which support bidi (arabic).  Oh yes, the program
should be in french availlable...

The problem is, the programs (17) I try to translate, have only
french interface, which mean, I have to translate the whole
program to english and then create a revers po-file for french.

My friend is trying to translate from the french original...
