Point of information: non-free-software documentation in main was
already seen as a bug before the GR to which I think you refer.
IIRC, the GR was largely an attempt to stop the software!=documentation
retorts (as no-one was arguing software==documentation AFAICR),
rather than to force more movement of documentation to non-free.
