In the long term the best, IMHO, solution is to just use UTF-8
encoding for all locales.

Please do not provide @euro for the GR (Greek) locale. Since @euro is
to be used in combination with ISO-8859-15 encoding, which is for
Latin-based languages and not Greek (which used till now the
ISO-8859-7 encoding), a @euro extension for el_GR would be
meaningless. Anyway, Greek locale uses UTF-8 by default, it just make
things much easier in the end.
