Why don't you want this second msgid? You're translator, you shouldn't make
such choices. If there is no such file in your language, you could use such
construction (using french as example):
If someone would have translated it to French, it would be
README.fr.Debian, but it is not the case.
If you feel that's a bug in original, you should report it to packager.
If you insist to not translate it (which is bad IMHO), translate it by a
space. Leaving the msgstr empty would make gettext to use the original, but
the string " " will do the trick. Again, that would be wrong, IMHO.
