For the debian-installer, we roughly implemented what you describe and
it works quite well:

IMO we should first focus on improving the l10n infrastructure of the
debian-installer, this is a great opportunity to perform real-life
experiments. If there are good results, people will naturally adopt
similar approaches in other areas.
