Problems with locales and Norwegian

I hope this is the correct group to bring this problem to.

There are two Norwegian languages; bokmaal and nynorsk. Translations are
done for both. Bokmaal is the nb_NO and nynorsk is nn_NO. The problem is
that many programs (such as gnumeric) uses the old no_NO and not nb_NO
for bokmaal. This leads to problems when one sets the language to
Norwegian Bokmål. Abiword understands nb_NO, but many other programs
understand only no_NO. Isn't it a better idea to transfer all no_NO to
nb_NO so that one can easily get the right local in all applications?

Thanks in advance.
