We just had somebody asking on the dutch list if the proces was docmented
somewhere so I've created an English description of everything at

To the french team:
we on the dutch team plan to use one additional tag:
[ITR]
-> intent to review
-> the idea being to avoid LCFC's being send when people are still
working on translation-reviews.
-> used mainly for big translations (such as dpkg wich has more then
1000 strings)
-> used when you want to review something but don't expect to get
around to it, or don't expect to finish it for several days.
And currently or consensus is that LCFC's can be send when
1. there's are no ITR's
2. there has been no reply to that RFR for 3 whole days
