A nice work!  I tested it in ja_JP.eucJP and ja_JP.UTF-8 locales and
it worked well.  Screenshots are available:

I used a locally improved version of "lv" as a viewer to
take these screenshots.

BTW, though I have not tested, I remember someone said that
Korean people don't need groff "nippon" device.  I think
Chinese people will need it.  This is because Japanese and
Chinese language don't use whitespace between words while
Korean uses.  This causes Japanese and Chinese need different
line-folding algorithm than Korean and European languages.
