EMACS (sid) and UTF-8/ISO-8859-1



Hi,

My "Debian Reference" translator to Italian has been using EMACS and
experience some encoding problem.

SGML should be in ISO-8859-1 to be properly formatted with TeX tool
chain into PDF and PS.  Everytime he commit a file, there are few
accented Italian characters in UTF-8 these days.

Is there simple EMACS setting to force saved file to be ISO-8859-1.  
I am getting tired of fixing encoding with iconv and/or konwert after
several incidents.

(I do not use EMACS, so I will simply forward the best answer to him.)
