One correction.  The last sentence is not true.  To take this way,
we will have to convert all Debconf templates into UTF-8.  To convert
existing Debconf templates, we will have to know the encoding of
these templates.

Thus, regardless of which way we will take, the original question
must be answered in order to improve i18n of Debconf.
