LC_MESSAGES controls only the locale to be used for message catalogs. 
LANG provides a "default" setting for all aspects of the locale.

For example, if you set:

LANG=ja_JP
LC_MESSAGES=fr_FR

you will get message catalogs in French but everything else - date,
monetary information and so on - will be printed according to the Japan
locale.

See the setlocale man page, although I agree with you that this is not
really the kind of thing users should be expected to read.
