Also thoughts on file arrangement structure and extensions for non-html
and html files needs some guide line.  What was the conclusion of
discussion between Javier and Denis.

Also some translated documents are packaged by translators into many
source packages.  Some documents are all packaged by the original
author using contribution from translator into one big source *.tar.gz
and it sometimes creates many *.deb files.  What is right approach?
