Seems like a very unnatural construction.

We have translation projects for program messages, and the robot
that handles .po files, but also translation projects for documentation,
HOWTOs, man pages etc, where this robot would be fairly inappropriate.
Probably some form of automation is possible, but as far as I know
not realised today.

Currently there are translations for 
cs, da, de, es, fi, fr, it, ja, ko, nl, pl, pt_BR, ru.
