Hmm. The behaviour of man-db is to look in /lang/ directory only. My patch
allows to look in /lang_TERRITORY.ENCODING,VERSION/ as well as into
intermediate (wrt to the full locale name set on the computer) directories. If
you do not think it's needed, just leave it alone. :) It also corrects the way
LC_ALL, LC_MESSAGES, and LANG variables are processed. Which is important. :)
