Anthony, I only deal with translations as a documenter. As such any
technical points I raise should be taken with a grain of salt since
I'm basically just passing along 2nd or 3rd-hand information garnered
by osmosis.
gettext itself provides LANG support in a pretty standard,
well-supported way. Any such efforts we try to merge upstream, at
least into the Debian package. These efforts can take time; in
fact, dpkg itself isn't yet gettext-ready.
The Japanese developers are engaged also in submitting their specialized
packages into the main distribution.
I'm sure there are many packages and things being worked out.
