Only "Package" and "Description" are not good, but need "Version".
So, I almost agree 3. My suggestion is
Package: foo
Version: ...
Description: ...
...
Version: ...
Description: ...
...
Package: bar
Version: ...
Description: ...
...
Version: ...
Description: ...
...
How about this?
And, I made the "change description" program in perl, named
"chdesc". Chdesc can change the description field in the file such as
"available", "status", "Packages".
You can download chdesc and description-ja(description file for
Japanese) in

http://www.kfoot.com/debian/description-ja
To change description to Japanese in the available file,
1. Put the description-ja file in /var/lib/dpkg.
2. Change description.
# chdesc -lang ja -on
To change description to original,
# chdesc -lang ja -off
"chdesc -help" shows the options.
If you want to use chdesc, please make the backup file before run it.
The current version of description-ja is for bo(1.3.x), and now I am
working on the new version for hamm.
