Yes. I got this message when I upgraded from stable to unstable
(libc5 -> libc6 change) and didn't recompile the locale representations. 
I don't know whether this holds for you, but I'd try to recompile the
locale representation for en_ES:

/usr/bin/localedef --charmap=./ISO_8859-1,1987 --inputfile=./en_CH en_CH

where the charmap and inputfile are taken from the locale source package.
