Maybe you need a brown-tape modification of
/usr/share/debootstrap/functions
that turns these loops
for s in $SUITE $EXTRA_SUITES; do
into
for s in $EXTRA_SUITES $SUITE; do
to take packages from unreleased in priority over from unstable.
