You mean you do not have a /dev/eth0 file at all any more?

This rather seems like a filesystem issue, the /dev/eth0 is not supposed
to disappear just because you changed the tcp/ip configuration, that's
at a completely different level.

You can run

dpkg-reconfigure hurd

to regenerate /dev entries.
