It's not a question of sense, but a question of having something which
just _works_. Taking a sid snapshot at $random time will most probably
lead to many broken packages.

It's simply the Debian sid process. Bug reported to bugs.debian.org get
fixed in sid. The "frozen" period allows to get packages fixed before
the release.
