It is not installing to /bbin, but the logic is to first separate
binaries to bbin/
and bin/. Then procps.install (for Linux) puts them to:
bbin/* bin
bin/* usr/bin

Because procps.install.hurd was broken (installing kill, but the name is
kill.procps) and this patch affects to it, also debian/rules needs patching.
