I also thought that it is a good idea to print that message.
Ironically, when we switched to runsystem.sysv by default by lowering
the priority of runsystem.gnu in the hurd package, it didn't get
displayed.  So yes, it might be a good idea to just display this
message unconditionally as it was done before so that it is displayed
every once in a while.
