[PATCH 05/16] libfshelp: add translator-list.c



Add functions that maintain a list of active translators.

* libfshelp/translator-list.c: New file.
* libfshelp/fshelp.h: Add function declarations.
* libfshelp/Makefile: Add translator-list.c, link against libihash.
