as far as network installation/configuration.  That fails as
expected (see http://www.debian.org/ports/hurd/hurd-install).
Why do you believe it's expected?  It's not.
It is according to this wording:

The Debian way is not supported yet: /etc/network/interfaces is ignored, ifup and ifdown do not work. Only the Hurdish way is supported for now.

First, make sure that your network card is recognized by GNU Mach:

 # devprobe eth0
 eth0"
