http://hackage.haskell.org/trac/ghc/wiki/CrossCompilation
in particolar, http://hackage.haskell.org/trac/ghc/wiki/Building/Porting
is about cross-building (note ghc 7 won't work with that procedure)
I tried that procedure a couple of months ago, getting a stage2 compiler
which didn't want to run aying it was missing configuration files or so.

As also Samuel said, that's what I call "buggy" (or even broken).
