It's currently impossible to install the libpciaccess-dev, due to the package depending on 0.13.1-2+b2, but the hurd version of the package is 0.13.1-2+hurd.2 This should be a pretty easy fix if anyone is familiar with the debian packaging format(sadly, I'm not)
