The file etc/DEBUG has some information how to debug Emacs. Not sure if
it will be helpful for the issue at hand, though.

Upstream, by sending mail to bug-gnu-emacs@gnu.org. Preferably via
M-x report-emacs-bug (requires a working Emacs, obviously).
