Hurd-specific run-time issues are most of the time actually Hurd issues,
so it's not necessarily needed to bother package maintainers with
those. For debian-related things, prefer debian-hurd. For things not
restricted to debian, use bug-hurd.

upstream will most often be bug-hurd actually :)
