Greetings,
           The problem in that the installation discs are based on Debian 
linux-i386 which means that GRUB cannot be implemented until the Hurd is 
installed.

If you are wanting boot discs that have been set up for the Hurd discs 
then the floppy and iso imaged can be found on the DVD in the /hurd 
directory.  They can also be downloaded via my home page
