Yes. One (key) member of the 'R Core' upstream team indicated in another
email that he'll have that sorted out for R 2.5.0 -- which will come out in
April:

   I intend to add a configure test of what we need from sigaction, in 
   R-devel, in due course.

I can assure you that R Core typically comes through on this.  

How do you suggest that I tag the bug in the meantime?
