Personally, I think that's an inconsistent UI, but I have been told that

That's the whole message?
You need to start X from the Hurd console with repeaters and
/dev/{kbd,mouse} symlinks, and you need to edit the mouse section
according to the installation instruction at www.debian.org/ports/hurd.
It's hard to tell what's going wrong from the output you quoted.
Maybe you can use an X11 config file which works on GNU/Linux for your
hardware and just edit the mouse section.
