dpkg 1.10.10

hi!

i've put a dpkg 1.10.10 binary package in people:

http://people.debian.org/~rmh/apt/

it seems to work fine here, but it'd be nice if more people around
could give it a try to upgrade the system or install new packages.

i used a snapshot of the v10_10 branch in debian's dpkg cvs, i'm
not sure if it's exactly the same as the uploaded 1.10.10 version
in queue/byhand.

the build had some errors, one of them seems to be a GNU-specific
error in autoconf's sys_siglist test, and the other two are simple
configuration catchups (not GNU-specific).

i'll ask the dpkg maintainers about them
