APT FTP method fixed (for alpha.gnu.org)

Hi!

Matt Zimmerman recently fixed bug #199425 (thanks Matt!); the latest
source version of APT in the archive should be able to fetch packages
from alpha.gnu.org using FTP. Anyone cares to test it?

I'd still recommend using http though. IIRC APT has an optimised method
for this protocol that makes it much faster.
