To use PCMCIA, you have to use GNU Mach 2.0 (aka OSKit Mach), there is
no PCMCIA support in GNU Mach 1.x.
The actual way to compile GNU Mach 2.0 with PCMCIA support is explained
somewhere else in the mailing lists, you'll have to look in the archive.

I advise you to use Marcus' tarball from alpha.gnu.org, to follow Neal's
guide to install the base system, and then to rebuild a GNU Mach 2.0
kernel. You'll need a GNU/Linux (or any good Unix-compatible system) 
to do all that.
