As The GNU Hurd is a GNU project, I'd think you would use the GNU
definition of an operating system when referring to it in an official
Hurd development document.  Highlights follow:

"The GNU Hurd is the GNU project's replacement for the Unix kernel." [1]
"a kernel is useful only as part of a whole operating system" [2]
"An operating system is not just a kernel; it also includes compilers,
editors, text formatters, mail software, and many other things." [3]
