IMHO those GNU utilities need to be rewritten. Support for the POSIX 1003.1-2001 format needs to be added and we need to have the pax utility. I think the best way is to write a library which understands the cpio, tar and new pax format and the utilities cpio, tar and pax and possible a translator which uses that library.
