But this doesn't address the question of where the programs should be.

Nor need it.  

This discussion is off topic for both these lists; there's no
particular reason to continue it here.

If the question was "why does the Hurd put passive translators in a
different directory", then you've got your answer.

If the question is "where should the Hurd put them", then it's not on
topic on this list.
