As Steve said it, there are conflicts.  There are several, also in some
libraries (there are links from /usr/lib/libfoo back to
/usr/X11R6/lib/libfoo, it's silly, but they exist, AFAIK to work around some
lack of correctness/flexibility in packages depending on those libs).

As it doesn't work at all yet, we can't make the link.  Anyway, to build
packages it is not needed.  Oh, and you can disable to build the Hurd manual
in ps format to avoid the dependency on tetex-bin (I wish we could make sch
things a bit more flexible, but the Debian interfaces don't make provision
for that.  It is annoying, I agree).
