df shows the available space for files, not including filesystem metadata.
fdisk will show the actual size of the partition. I suspect yours may be
just a bit too big.

Sure, or one big file. But I don't think you need to do the experiment.

Your other partitions are definitely too big for the hurd to handle currently.
2GB is definitely too big, and much over 1GB is probably too big.
