Yes, especially when N is already high (i.e. most arches have built the 
package). Packages with (N-2)/N or even (N-3) are probably also worth 
looking at but can be given lower priority.

And hppa-specific packages will of course only get N=1. And in general not 
all packages are built for all arches.
