Yup it is. hppa still uses Linuxthreads and has no nptl support as far
as I can see. If that is that case (what I belive) I would rename
#445682 to "Please implement nptl on hppa" and kinda depend on it.
In the meantime we could test for PI support and skip PI-tests if the
ARCH has no support for it.
