No ldconfig. Matthew and I discussed this offline.
Tried to unpack the .deb by hand and install the files
but found the root cause of the problem:
/target # tar xzf data.tar.gz
tar: Invalid tar magic
/target # md5sum var/cache/apt/archives/libc6_2.3.2.ds1-12_hppa.deb
a029b01f3345af2af401620118d39bf1 var/cache/apt/archives/libc6_2.3.2.ds1-12_hppa.deb
which doesn't match the md5sum from either a freshly downloaded glibc .deb
from mirrors.kernel.org or from HP internal debian mirror that I run.
Seems the package integrity checking has a bug.
